The AlphaACT Decision Process

Based on extensive experience in emergency management, AlphaTRAC structured the AlphaACT process to support decision-making in a crisis into six steps:

 

  • Step 1: Characterize: The decision maker gathers information and sizes up the crisis. The AlphaACT system prompts the decision maker to provide known event information that is important for retrieving an appropriate case from the knowledge base.
  • Step 2: Recognize: The decision maker answers key questions that will lead to the recognition and selection of a case from history – or a broad community’s rich experiences – that can be used as a springboard for rapid decision-making.
  • Step 3: Analyze: The decision maker compares the case selected from the knowledge base to the conditions of the current crisis to determine if it’s good enough to work from. If it isn’t, the decision maker can return to the previous step and gather more information to further diagnose the situation.
  • Step 4: Customize: The AlphaACT system allows the user to modify the selected case or decision to align more precisely with the characteristics of the current situation. Based on new or more precise information, the AlphaACT system recommends modified actions accordingly.
  • Step 5: Dramatize: The decision maker mentally rehearses the decision using structured checklists that outline the procedure for implementing the decision action, and evaluates the decision’s appropriateness and feasibility for the present circumstances.
  • Step 6: Utilize: The decision maker puts the decision into action. Resources and features (such as the ability to share, print, and email maps, reports, and forms) support execution. Afterwards, the new case and cues that prompted recognition, as well as the actual decision and its outcome, are entered into the knowledge base of cases, allowing it to grow and to adjust the system’s search algorithm to improve subsequent case recognitions and decisions. Structured after-action reviews allow self-evaluations and lessons learned to be shared throughout a community.
 
These six steps are the basis for each AlphaACT application.
